Travel to Swallow Cliffs...
Both Reno (RNO) 20 minutes away and Sacramento (SAC) 1.45 hours are flight options
Pickups can be arranged in Reno, Sacramento arrivals will have to find their way.

If flying to Reno, Southwest Airlines is the best option for low fares and easy flying with kayaks ($75 each way, no hassle) here is the route map:

Stay...
Camping at the site is not allowed but you can poach along the river and Boca lake (left at I-80 exit)
Truckee is close but very expensive while Reno can be super cheap (seedy) to cheap (casino).
The Sands in Reno is 2 blocks from the whitewater park (good squirt/play boating) and downtown riverwalk scene.  Silver Legacy, El Dorado, and Sienna are downtown and much nicer casinos while the Grand Sierra is our favorite but is near the Sparks whitewater park (not as good squirting).
Sands:  $29-35    (Holiday Inn level rooms)
Silver Legacy/El Dorado:  $50-65    (Pretty Nice Rooms and Decent Casino)
Grand Sierra:  $70ish    (Tower Rooms kick ass, flat screens in the granite shower)
